Seeding Cloudpool via another ISP - No local installation

Question

Would it be possible to

1. Pre-generate the cloudpool chunks/data structure locally

Then

2. Upload it using the provider's native upload tools

Then

3. Attach it as Cloudpool storage?

The end goal would be my ability to walk into my local library or another persons PC, without installing any Stablebit software, and do my uploading so I can avoid using my data-caps at home. I don't actually need to access these files often, but it is quite a lot of data.  I will not have access to install even trial versions of the software on the uploading PC(s). 

I do have Drivepool as well as Cloudpool.
