As someone who's lost a drive or two with DrivePool even with Scanner enabled with notifications. Was just wondering if this guide is promising towards keeping data and starting with 4x 6TB WD Reds?

Even though I have a Synology DS415+ I've hit the maximum data usage and now it's time to either pony up for a 6-bay external enclosure to work with that or put a Norco 4224 to work.

If you're asking if that will work, then yes, I believe so.

As for the Norco RPC-4224, that's a nice case. If you already have it, then definitely use it! If not, a nice rackmount case may be a good idea if you have a LOT of data.
