Is ts possible to throttling UL/DL speed for all CloudDrive

Hi, Is it possible to throttling UL/DL speed for all CloudDrive? For example I have 5 CloudDrive connected to GDrive I limit each CloudDrive speed to 70Mbps but I also want to limit overall speed of all CloudDrive to not go over 200Mbps is that possible? Because I dont want CloudDrive to take all my bandwidth in case of all CloudDrive uploading file at the same time.
