stablebit scanner 300MBps on Marvel PCIe card but only 100MBps on mobo SATA port

Hi All

I run Windows 10 Pro x64 on a Gigabyte GA-970A-DS3P mobo with a Startech (Marvel) 2-port 6Gbps PCIe SATA controller card. The HDD cabled to the PCIe card is a Seagate 2TB ST2000DM008 3.5" SMR & scans at approx 300MBps; The HDD cabled to the mobo 6Gbps SATA port is a 2TB WD Black WD2003FZEX 3.5" CMR & scans at approx 100MBps, both HDD's spin at 7200rpm.

Why is there such a large difference in scanning rate for theses 2 HDD's?
