Absolutely. You can create as many drives on the one account as you have space for. 

The caveat is that you will be limited to a combined 750GB of upload per day, per account. (not per drive).  So, that could create issues, potentially.

Neither, technically.  The files themselves are not stored on the provider. Raw disk data (obfuscated or encrypted) is stored on the provider.  

So it will always have to download all of the relevant data for the file(s) in question, copy the files to the other drive, and then upload the changed data
