Well, that's due to your balancer settings. 

Notice the red arrows on the drives with more free space?  Those are the "real time placement limiters". And it means that one or more balancers is set in such a way that is preventing those disks from being used, properly. 

For instance, the StableBit Scanner balancer will cause this to happen, if these disks have read errors in StableBit Scanner.  If that is the case, then you may want to replace these disks, actually. 

But if you have modified the settings for any of the built in balancers, this can happen too. The "Disk Usage Limiter" would be one of them that could/would do this.  

So it may be a good idea to reset the settings for the balancers, and see if that helps.
