That depends if it's planned or not. 

If it's planned, you can deactivate the license and then activate it on the new system.
If it's unplanned, then you'd need to contact us, and then we can deactivate the license on our end. 

As for the drives themselves, that ... depends.  
If the cache drives survives, pop it into the new system, and StableBit CloudDrive should detect it and use it. 
Otherwise, you will have to force mount the drive, and you'll want to run CHKDSK.  And depending on how much "to upload" data was still in the cache, you may experience corruption/data loss.
