Setup:

Windows 11 pro, docker desktop & containers.

three pooled drives H: (16TB-5tb free), I: (4TB-1.6tb free), J: (8TB-empty).

Folder placement rules set: movies restricted to H: and J:, tvshows restricted to I: and J:, overflow at 99%.

Ordered File Placement enabled, tried on and off, "Only control new file placement" selected (tried with off too), "Balancing plug-ins respect file placement rules" ticked, "Allow balancing plug-ins to force immediate balancing" unticked, "Do not balance automatically" selected, all other balancers unticked. File placement rules respect real-time file placement limits set by the balacing plugins, tried checked and unchecked

Expected behaviour: new tvshows files land on I: (priority 2 in OFP list) until 99% full, then overflow to J:. New movies land on H: (priority 1) until 99% full, then overflow to J:.

Actual behaviour: all new files land on J: (priority 3, emptiest drive) regardless of folder rules. Disabling Ordered File Placement does not fix the issue. Files still land on J: regardless. The only way to prevent files going to J: is to untick J: completely from the folder placement rules, leaving only I: for tvshows and only H: for movies. This defeats the purpose of having overflow to J: when the primary drive fills up, as there is no way to have both correct folder restriction and automatic overflow to a secondary drive working simultaneously.

I have literally tried everything possible, tried ai suggestions but same issue each time, any advice apprreciated, I am not tech minded. Thanks in advance

If you're using file placement rules and the ordered file placement balancer, you need to configure things specifically to support this.   There is a note for this in the balancer's readme, but is obscured by the fact that the balancer is built in now, rather than having to download and install.  Specifically:

* By default, this plug-in will override any folder based or pattern based file placement rules. In order for folder based 
  or pattern based rules to take priority over this plug-in you can change the balancing settings on the "Settings" tab 
  as follows:
    * UNCHECK "File placement rules respect real-time file placement limits set by the balancing plug-ins."
    * CHECK "Balancing plug-ins respect file placement rules."
    * UNCHECK "Unless the drive is being emptied."

That's exactly the config we already have set from. "File placement rules respect real-time file placement limits" is unticked, "Balancing plug-ins respect file placement rules" is ticked, "Unless the drive is being emptied" is unticked. 

So the config is correct per the official guidance, and it's still not working
