Pool not equalizing by percentages

I am trying have my pool fill up in equal percentages across the drives. However, they are all over the place and one drive is even fully filled (one of my largest drives).  I think I have things set but, if not, please tell me what should be changed and how to get it redistributed. I can't seem to add pictures so my optimization order is

1. SSD Optimizer
2. Stablebit Scanner
3. Volume Equalizer
4. Drive Usage Limiter
5. Prevent Drive Overfill

Normally the StableBit Scanner balancer should be first in priority when enabled.

I'd check that SSD Optimizer isn't set to fill the drives in a particular order.

I'd replace the Volume Equalizer with the Disk Space Equalizer and select "Equalize by the percent used".

If the above doesn't help then in the Balancing Settings check that automatic balancing is "Balance immediately" with a trigger ratio of 100% on the slider.
