SSD Optimizer and Disk Space Equalizer Problem

SSD balancing doesn't seem to work - well of course it works I've just got something screwed up!

upon looking at it more it seems the "disk space equalizer" is the problem?
 
it seems no matter what I do I wind up with files staying on my SSDs - I want nothing on my SSDs, I want them to be a landing zone.  I'd also like my drives to be evenly used.
 
Win10 Pro 64 bit
Stablebit 2.1.561
 
The link here should show you everything? I've got the Disk Space Equalizer disabled for the moment. I have tried re-ordering the balancers, but might not have hit on the right arrangement?
 
 
The SSD's (drives C: and D:) are used for the OS and temp files I don't care to have in the pool (like the Plex Metadata)

Let me know what I'm doing wrong? or can the two not be used together?

Disable all of the other balancers, but the SSD Optimizer.

 

Open the settings for the SSD Optimizer, and make sure that you set the drives you want as "SSD" drives and the rest as archive drives.

 

Do you have any file placement rules configured? 

 

And havey ou changed the balancing settings (the "settings" tab)
