Specifically, it's used to encrypt each block of data on the drive. Changing it would mean that you'd need to read from and write to the ENTIRE pool. And we'd have to have some way to manage the re-encryption process, and keep track of exactly where it was in the process (in the case of power loss or the like). To be blunt, it would be significantly easier to create a new drive, with a new encryption key. Because, it's essentially going to be the same process.
